How do you file an accident report on e-Devlet?

Short answer: yes, you can — but only in the e-Devlet mobile app, and only for damage-only accidents. The e-Devlet website has no service for drawing up a report; there you will only find services to look up and verify a report that already exists. Every contradictory answer you find online comes from mixing up these two channels.

The mobile app and the website are not the same thing

There are two ways into e-Devlet and they do not offer the same services:

• The e-Devlet mobile app (iOS / Android) — a new report can be filed. Search for Kaza Tutanağı in the app and the service comes up.
• The turkiye.gov.tr website — no new report can be filed. The services here are for viewing and verifying an existing report.

If you see one source saying reports cannot be filed on e-Devlet and another saying they can, both are partly right: one looked at the website, the other at the app.

Which accidents does it cover?

The app works for a subset of the accidents where drivers may fill in the report themselves. All of the following must hold:

• The accident must involve material damage only — it cannot be used if anyone is killed or injured.
• Exactly two vehicles must be involved. With three or more the app does not apply.
• Neither driver may be under the influence of alcohol or drugs.
• No public property or third party may have been damaged.
• The vehicles must have valid compulsory traffic insurance.
• The drivers must hold a valid licence for the class of vehicle.
• The vehicles must not belong to a public authority.
• Both drivers must be e-Devlet users, have the current version of the app on their phone and have two-factor authentication switched on.
• The report must be completed at the scene, with location access granted on the phone.

If even one of these fails, you fall back to the paper report or call the traffic police.

Step by step: filing the report in the app

1. Both drivers open the e-Devlet app on their phones.
2. Search for Kaza Tutanağı, select the service, then read and accept the conditions.
3. One of the parties taps “Yeni Tutanak Oluştur” (create a new report); the other taps “Yeni Tutanağa Dahil Ol” (join the new report) to join the same one.
4. Vehicle and driver details are entered. Most fields fill in automatically from the national ID number and the plate.
5. The location is marked from the phone, photos of the scene and the damage are attached, and the collision diagram is selected.
6. Both parties review and confirm. The confirmed report goes to the Insurance Information and Monitoring Centre and the process starts.

Finish the report before you leave: the app reads your location at the scene, so trying to complete it later causes problems.

Where do you find the report afterwards?

Whether the report was filled in on paper or in the app, you reach the record through the e-Devlet website. The name of the service depends on where the accident happened:

• Material Damage Traffic Accident Report Enquiry — run by the General Directorate of Security in police areas and by the Gendarmerie General Command in gendarmerie areas.
• The “Legal Entity” versions of those two services — where the vehicle is registered to a company, the enquiry is made in the company's name here.
• Material Damage Traffic Accident Report Verification — to check that a report you hold is genuine.

A second route: the insurance sector's Mobile Accident Report

Separately from the e-Devlet app, the Insurance Information and Monitoring Centre runs Mobil Kaza Tutanağı (MKT). It is used through the Sigortam360 app, you sign in with your e-Devlet identity, and the completed report goes straight to the insurers. Both routes reach the same outcome — use whichever you have to hand.

When must the traffic police be called?

• If anyone is killed or injured — call 112 and leave the vehicles where they are.
• If the parties cannot agree on fault.
• If alcohol or drugs are suspected.
• If public property has been damaged.
• If a licence, registration document or compulsory traffic insurance is missing.
• If one of the parties has left the scene.

What is different in a rental car?
